Dimapur, Nagaland’s largest city is the only place in the state which does not require an Inner Line Permit (ILP). The Inner Line Permit is an official travel document issued by the Government of Nagaland which allows Indian Citizens to enter protected/restricted areas for a limited period of time. It is issued under the Bengal Eastern Frontier Regulation, 1873. Citizens not domicile of Nagaland state will require this permit to visit the state.
Indians arriving by air at Dimapur Airport can arrive and stay in the city without an inner line permit. The permit is used to safeguard the identity and the existence of the indigenous people of Nagaland from exploitation by outsiders. It is mandatory for every foreigner and Indian citizen to obtain the ILP before travelling in Nagaland.
The Inner Line Permit also helps to segregate tourists and Government officials of other states to promote tourism and development. The Indian citizens entering Manipur by road via Dimapur or Kohima also require an ILP issued by the Nagaland Government.
